According to figures published earlier this month by The Independent newspaper, adoption numbers are falling despite last month there having been a reported 18% increase in the number of care applications brought by local authorities when compared to the same period last year.
The National Adoption Leadership Board has attributed the decline in adoption numbers to local authorities’ interpretations of such high profile judgments as that of Re B-S in which the Court of Appeal advised the lower courts to take a ‘holistic approach’ when considering a child’s realistic placement options as opposed to a process of elimination, leaving no alternative but adoption.
